Everything you need to know about buying your first pre-sale home in Langley, Surrey & BC — programs, rebates, and step-by-step process.
The Smart Choice
For a first-time buyer in BC, pre-sale and new construction homes offer a unique combination of affordability, savings programs, and time — all of which work in your favour. Here's why pre-sales are the strongest entry point into BC home ownership today, especially in Langley and Surrey.
Buy 1-3 years before move-in. You secure the home at today's price while you continue to save toward closing — and prices typically rise during construction.
You don't pay everything upfront. Most pre-sales spread deposits (5-20% total) across construction milestones, giving you 12-36 months to build equity gradually.
Every new home in BC comes with mandatory warranty: 2 years on labour & materials, 5 years on the building envelope, and 10 years on structural defects.
New home buyers (any buyer) can claim the Newly Built Home Exemption — saving up to $20,000 on homes up to $1,100,000. First-time buyers of any home (new or resale) can claim the First-Time Buyer Exemption — saving up to $8,000 on homes up to $835,000. Your lawyer or notary will apply whichever exemption saves you more. For most new construction purchases, the Newly Built Home Exemption is the better option.
✓ GST rebate up to $50,000 for eligible first-time buyers (Bill C-4, now law). Full 5% GST rebate on new homes up to $1,000,000 — credited at closing by your builder. Partial rebate on homes up to $1,500,000.
Early buyers get first pick of preferred floor plans, exposures, and floors — plus the chance to choose colour schemes and finishes before construction is locked in.
Money on the Table
BC and federal programs can save eligible first-time buyers tens of thousands of dollars — but most people don't know how to stack them. Here's the complete picture.
Bill C-4 (Making Life More Affordable for Canadians Act) received Royal Assent on March 12, 2026 and is now law. First-time buyers purchasing a newly built home may receive a full rebate of the 5% federal GST — up to $50,000 on a $1,000,000 home.
Rebate Thresholds
How it works: In most cases your builder claims the rebate on your behalf and credits it directly to your purchase price at closing — you don't need to file anything separately. Confirm with your builder and lawyer.
Eligibility
Important: This is separate from the BC Property Transfer Tax (PTT) exemptions — you may qualify for both. The GST rebate is a federal program administered by CRA; the PTT exemptions are provincial.
Program details subject to change. Eligibility depends on individual circumstances. Confirm with your lawyer, notary, or mortgage broker before purchasing.
Which PTT Exemption Applies to You?
Buying NEW — Any Buyer
Newly Built Home Exemption
Homes up to $1,100,000 · Saves up to $20,000
Buying NEW or RESALE — First-Time Buyer Only
First-Time Buyer Exemption
Homes up to $835,000 · Saves up to $8,000
Important
You cannot stack both PTT exemptions. Your lawyer or notary will automatically apply whichever one saves you the most.
Buying a brand new home or pre-sale? Pay zero Property Transfer Tax on homes up to $1,100,000 — saving eligible buyers up to $20,000. Partial exemption available on homes $1,100,000–$1,150,000.
✅ You do NOT need to be a first-time buyer to qualify — any purchaser of a newly built home may be eligible. This is the most valuable PTT exemption for new construction buyers.
Requirements
Example: On a $950K pre-sale townhome, a buyer saves approximately $16,000 in PTT — no first-time buyer status required.
First-time buyers purchasing any home (new or resale) up to $835,000 pay no Property Transfer Tax on the first $500,000 of the purchase price — saving up to $8,000. Partial exemption available for homes $835,000–$860,000.
⚡ Tip for new construction buyers: If you're buying a newly built home, the Newly Built Home Exemption (up to $1,100,000, saves up to $20,000) is usually the better option — you cannot stack both PTT exemptions. Your lawyer or notary will apply whichever is most beneficial.
Requirements
Example: On a $700K resale home, a first-time buyer saves approximately $6,200 in PTT.
Once you move in, eligible BC homeowners can reduce their annual property taxes:
Applies to homes assessed at $2,075,000 or less (2026 threshold). The grant is reduced by $5 per $1,000 of assessed value above $2,075,000, and phases out completely at $2,189,000.
This is an annual benefit applied at tax time — not a one-time purchase incentive. Seniors and people with disabilities may qualify for an additional grant.
Program details are subject to change by government. Eligibility depends on individual circumstances. Always consult a mortgage broker, lawyer, or notary to confirm what you qualify for before purchasing. See our full BC Buyers Guide for more.
Real Numbers
A worked example for a first-time buyer purchasing a pre-sale condo in Langley:
PTT savings apply at closing. GST rebate applied by builder. Cannot stack the two PTT exemptions — your lawyer uses whichever saves you more. Numbers are illustrative; confirm with your lawyer, notary, or mortgage broker.
Your total savings could be $43,000+ before you even move in.
Want even bigger savings? Ask about Group Buy pricing — volume negotiation passes thousands more in savings directly to buyers.
The Process
From mortgage pre-approval to keys-in-hand, here's exactly what to expect — and how your REALTOR® guides you through every step.
Talk to a mortgage broker first — they'll give you a realistic budget and a written pre-approval that strengthens your offer.
Buyer representation is free (the developer pays). A specialist reviews contracts, negotiates pricing, and protects you through the 1-3 year build.
Compare Langley, Surrey, and Willoughby Heights developments by price, completion date, and developer reputation.
Walk the show suite, study the floor plans, and ask about parking, storage, strata fees, and what's included in the price.
BC law gives you a 7-day rescission period. Your REALTOR® reviews this with you — flagging assignment clauses, deposit structure, and any unusual terms.
Initial deposit is typically 5-10% upon signing. This is held in the developer's trust account governed by REDMA — protected by law.
Most projects stage deposits across construction (e.g. another 5% at 6 months, 5% at framing). Total deposit usually reaches 10-20%.
Re-confirm pre-approval and lock your rate. Most lenders won't commit firm financing more than 120 days out.
Before keys, you (or a hired inspector) tour the home and document any issues for the developer to repair under the 2-5-10 warranty.
Your lawyer/notary registers title, you pay the balance (less PTT savings!), and the home is yours.
Your Advocate
Pre-sale contracts are very different from resale contracts. A specialist REALTOR® is your shield, advocate, and guide — and you pay nothing for the privilege.
Assignment clauses, deposit structures, completion-day risks — your specialist flags what you might miss.
From upgraded finishes to reduced deposits — and through Group Buy pricing, volume discounts that individuals can't access alone.
Re-confirms your mortgage at the right milestones, prepares you for completion day, and stays in your corner the whole way.
A trusted local network — vetted professionals who specialize in BC pre-sales, not just resale homes.
Buyer representation in pre-sale is free. The developer pays the REALTOR® commission. There is no excuse to go unrepresented.
Group Buy pools multiple buyers to negotiate volume discounts — savings that wouldn't exist for an individual buyer.
